It's a great example of factually incorrect but politically correct silly speak.... Nascar style....
My take on it is, that it doesn't matter what it actually means, as long as (as intended by Nascar) it causes confusion, causes people (the few fans that they have left) to blow it off and not dwell on it, and probably most importantly, it doesn't upset any sponsors, any team owners, and at some level, any fans enough to walk/protest with their wallets.
"Nascar classified both victories encumbered Wednesday as each of the winning race cars failed technical inspection."
Nascar is banking on 8 out of 10 people having no idea what the hell encumbered means (especially used in that manner), and also banking that the 2 that think they know, but aren't sure won't bother to look it up...
Sure sounds a lot better than "Joe Gibbs Team Caught Cheating".... or "Denny Hamlin Drives Sport Clips Sponsored Illegal Cars to Victory"... Also probably gets green lighted by Nascar's legal folks so that they are not opening themselves up to any type of legal action (right or wrong) from those who cheated... and/or their sponsors,... or should I say those who weere in any way "were responsible for the encumbered victories...."
My dad didn't cuss much, but every once in a while, when something was just plain wrong, he'd say, "What a crock of shi+."
Well... I think that certainly applies here.
