On a local level, Outlaw Stock driver Brian Ludwig has a ton of 2nd place finishes compared to 1st's, but I think its more because he's a smart driver and finds a way to bring a 2nd place car home in 2nd place, rather than wadding it up week after week trying to turn a 2nd place car into a 1st place car.

On a national level, I'd say Lloyd Ruby.

Michael Andretti at Indy usually ran strong, but seemed something would always happen.

It wasn't multiple times, but J.R. Hildebrand at Indy in 2011, because of the magnatude of the event, seems like it should be mentioned in this thread.
