That's the problem up to the 70's and early 80's MODIFIED STOCK CARS were race cars with mostly modified OEM parts and not the ultimate dirt racing machines which at that time were the world of World of Otlaws sprint cars which had virtually had no restrictions like the AA/FD in drag racing. Than Tobias started buiding his frames wih no OEM parts, that attracted national builders like Grant King and Kenny Weld into the northeastern modified scene, they wanted to be big fish in a liittle pond. Also at that time the very wealthy owners started getting into the sport who also wanted to be a big fish in a little pond. That's why we have what we have today, which is purpose designed manufactured race car not a MODIFIED STOCK CAR.
As far as organizing the racing community one of the original founders of TRI STATE Russell Dodge used to say and I'm paraphrasing, trying to organize racers ii like trying to herd cats.
Now as far as tires go what I would do to make things interesting I'd make them go back to steel wheels with at minnmum metal thickness no beadlocks and not allow tires over $130 you'd see than who the really great drivers are.
