Paint man....not exactly how I believe it went down. Glenn had to invest his 20mil into the project first and then the state of Ny would invest their money. If you know anything at all about how Donnelly worked, he always used other peoples $$ to make his $$. Glenn was NEVER gonna put any of his own $( or at least what he needed to, to receive the state funding. He was of the thought process that he deserved the state $ first so that he could proceed further in the project, hence making it an easier "sell" to investors to garner more $.
