Flaggers being spotters  

Not defending here, but needed to add that Bill Singer sat up in the crows nest which had to have been a much better vantage point than just about track level where the Flemington flagger was.  The flagger at Flemington also has a lot more to do (move over flag, two to go, white flag, keeping track of how many laps... keeping track of who is leading, etc.,.) than just watch all 4 corners and all of the "short chutes."
