Question - What years or era was the hand brake used?  Did all tracks allow it?  Modified and sportsman?

We used it from 1979-1984. Was in use before that.

When the driver was moved to the center of the car (late 60s early 70s ) and straddled the transmission/driveshaft he used his left foot on the clutch pedal while moving slowly around the pits or loading the car and needed another way to use the brakes as his right foot was on the gas pedal.

I  agree with Roger only way to get a car on a trailer and be safe in the pits

Hand brakes were mandatory at many tracks in the 70's.

Had a car with a cone clutch that was operated by a hand lever (no hand brake), the person that operated the pit gate at BPort would do a lever pulling motion with his hand when you drove onto the track, I would pull the clutch lever a bit and press on the brake pedal. This satisfied him every time.
