Sounds like their was still grease or silicone on the frame. Other causes could be bad oil base in paint. Enamle on frame causing lifting. Would recommend getting PPG DP 40 Expoxy Primer. Or a good etch coat Primer. Also suggest taking the paint you currently have and test on a piece of scrap. To see if the paint is bad.
