Is the "jumping the start" or restart rule ever discussed at the drivers meeting? I believe it is in the rule book, but it seems that it is not applied equally to everyone and can be used to manipulate the race outcome. Is NASCAR back at NES? Perhaps they need to move the restart zone or either lengthen it or shorten it. If there is a so called jumped start, the caution should come out and the driver warned. Second time should result in the penalty being applied. Perhaps the tracks should do like Lindy used to do. The top 20 car owners voted over the winter on the car rules, and the top 20 drivers voted on race procedure rules
