I think that's Phil in the #34 checking the strength of the Wall....  His cars at one point had "Foreign Express" written on them I think...  I remember calling on "Foreign Express" which was a repair shop in Middlesex NJ back in the late 80's where Phil worked.  I was supposed to be trying to sell Allen diagnostic analyzers but instead, was probably too busy talking racing with Phil....
