Refunds for those unable to make event ??  

I wouldn't think so, but I don't know.

This example is kind of a different situation because we would have actual possession of our Daytona and Indy tickets in advance, versus some kind of a virtual transaction, but for Daytona or for the Indy 500, we bought tickets in advance with the understanding that if the race was postponed due to weather it was up to us to attend on the rescheduled date, and if we couldn't make it or choose not to go, we would have another set of never used tickets to go in the scrapbook.

In 1973, the Indy 500 wasn't run until Wednesday, and the place was about 1/4 full if that.  My dad and I waited it out and saw the race, but I don't think the other 3/4' that weren't there got a refund.
